SFGate's Barbara Shulgasser said, 'What a jarring first glimpse we get of Laura Dern in the title role of "Citizen Ruth." The normally slender actress became bone-thin to prepare for her wonderful portrayal of Ruth Stoops, a recidivist glue-sniffing alcoholic who has been in and out of rehab programs, given birth to four children the state deemed her unfit to keep. Now, indigent, using and under arrest, she is pregnant again. Enter opposing members of the anti-abortion and pro-choice movements. Both groups view the ignorant, selfish, vulgar Ruth as the newest poster girl for their respective causes. Talented first-time writer-director Alexander Payne is a merciless observer of the self-serving agendas that fuel both sides…. …Whatever his politics, Payne is a master of subtle satirical undercutting. His attitude about political groups using pregnant girls to score public relations points and win judicial and legislative battles is unambiguous… …Dern is nothing short of brilliant here. She manages to play dumb without lowering herself. Ruth is an uneducated blob, but she has her dignity. Her Ruth is as crafty as an addict would have to be, and she hasn't an ounce of compassion for anyone but herself, but she is plucky and indomitable, and you can't help but admire her loutish essence. Dern deserves every nomination and award customarily heaped on great actresses. .... As Payne cunningly plans it, we root for her - bad and stupid as she is. This is a wonderful movie about rough justice..' Ebert gave it 3/4 stars. IMDB rating 6.8/10.
